@mattwwin An easy way is to get a wanted level in the country and see if San Andreas Highway Patrol Cars spawn. Marked Highway Patrol cars aren't there in vanilla game.

@Gang1111 Cool, I actually already have it installed. I've just experimented with some lspdfr motorcycle pursuit callouts. I like http://rbwhitaker.wikidot.com/c-sharp-tutorials. Where did you learn to do the User Interface for this tool? I've found resources for reading and parsing from xml, just nothing along the lines of adding ui with drop down lists.
@Gang1111 Simple and Useful. Out of curiosity, are you using just Visual Studio to create these or some other tool? I'd like to try to create a weapon editor that reads values dynamically to aid in quick changes after an update.
@Rippler I guess I worded the last part badly. I've personally never had any ballistic anomalies (i.e. no issue shooting out lights). I knew the ped health wouldn't affect the lights ability to be destroyed. I did experience Ron dying on entering Ammunation to get the sniper rifle that is required for the mission. Since I wasn't aware of a fix, I figured I would look into the issue. I personally just play Lspdfr as I have already beaten the story mode on Ps3 and PC. I just replayed that specific mission to see what the issue was. I viewed it more as a puzzle that needed solved as I had time to burn.
Let me know if you have any other issues that are mission related or just issues that don't pertain to weapon ballistics, but make story mode incompatible. I would really like to see this get to be story mode compatible that doesn’t compromise on the awesome ballistics. I enjoy a challenge!

@Willy41007 You need to delete your mods & scripts folder and delete EnableMPCars.asi from your root directory (same place as GTA5.exe is located)
