Better Police Weapon Loadouts is a modification of the loadouts.meta file responsible for controlling ped weapons loadouts. I have made the following changes to increase realism and variety:
Cops have limited ammo in their primary weapons - 180 rounds in carbines and MP5s, 64 rounds in shotguns. Pistols have unlimited ammo.
All police shotguns, MP5s and carbines have flashligths.
Cops and Shotgun SWAT (they use the same loadout) have 75% chance to get the normal Pistol and 25% to get the Combat Pistol and then a 50% chance to get a flashlight on their pistol.
Shotgun Cops have 10% chance to spawn with the carbine instead of the shotgun.
SWAT has Heavy Pistols with flashlights as their sidearms.
SWAT has 15% chance to get a MP5, 42.5% chance to get a carbine and 42.5% chance to get a carbine with a scope.
Soldiers get Heavy Pistols, carbines with flashlights, scopes and gripes and a 25% chance of a Combat MG with a scope.
All cops and SWAT get nightsticks and soldiers get knifes.

Installation:
Install with OpenIV to update.rpf/common/data/ai. This will prevent you from playing online, so make backups (I'd make a backup of the entire update.rpf to be sure). Also, if there is an update, you'll have to install this again.

what's funny is, I remember once, playing on ps3, when franklin and lamar have an argument with two tazer cops around the grove street area, this was a random thing that could happen when switching to franklin, and if you hit the cops, they would repeatedly taze you until police with real guns arrived and exploded your face with bullets, it was rather funny...
Can someone please make a mod where the police spawn with several different SMGs, several different pistols, several different shotguns, and very, very rarely, miniguns?
I want fighting police to be more fun and their weapon loadouts more variety, you know.
This may sound dumb but can the FIB use mp5's or there is no way for them to use it. I looked in the meta file and i'm guessing you can't but I see some cops with other guns so yea.
Nice one! I would suggest that pistols to have limited ammo too (like 70 rounds) and a combination with "Better Gang Loadouts" mod.

hey boss! I would like trying to let every cops use combatpistol with flash light , and i was installed another file "combatpistol for cops" and its for every cops to use combatpistol, but in the game, only less of cops use it, most of cops still use normal pistol. Whats wrong? can u help me?

So is it like the the normal cops get the pump shotgun and carbine rifle and swat has the mp5?
@Yard1 Is it possible to add loadout sets? I want a certain set of npcs to use their own specific loadout.
@Yard1 this isn't because of your mod, i got this mod trying to fix an issue i got after installing a enhanced native trainer, the issue is that combat pistols aren't spawned anymore with peds or cops, if they carried one and i killed them, all that's left of it is a magazine, or a light, but the gun itself doesn't spawn, any tips?(anyone who knows how to solve this, please tell me.)
