Not trying to be rude, but I have a gamconfig that works just fine. The ped acts very corrupted and flickers when spawned, so I just wanted to bring this issue to your attention. The ped probably only works in your game, but not always everyone elses. Sometimes that happens with custom peds. I tried spawing it more than once, and reinstalled the ped more than once as well, but the problem still happens.
