idk whats wrong, but the carrier itself never spawns, only the props (planes, heli's and boxes etc.) and all the peds just fall into the water....what do i do lol

I followed all the instructions perfectly but it wont install in my game. I've tried to rename the file, but it still won't show up in the car spawner, even if i spawn by name.
