@zlatan_psg since I can not look into other mods, it's pretty difficult to maintain compatibility with all other mods.
ONLY TESTED WITH STEAM!
Okay for those who did a backup of update.rpf, GTA5.exe GTAVLauncher.exe do the following to play with mods again:
0. Let your game update.
1. uninstall social club ( eg. "C:\Program Files\Rockstar Games\Social Club\uninstallRGSCRedistributable.exe" )
2. Download and install the previous version of SC http://patches.rockstargames.com/prod/socialclub/Social-Club-v1.1.7.8-Setup.exe
3. Put your backed up files back into to the game.
4. Add -scOfflineOnly to your commandline.txt in the GTAV root folder (create the file if it doesn't exist) (I don't know if this is really necessary)
5. Start your game via Steam.
@Remix as far as I know no. The neon light color doesn't have a intensity, just rgb values from 0-255.
@t-mind I appreciate your information! Although I knew about lights I didn't thought about them to add interior lighting. Maybe I'll give it a try!
Especially because you could have backed up your gamefiles :P

@Hnagy78 As I said, script wise it is not possible to add interior neon light. The only interior light that can be toggled is the light that lights when you open the doors.
