This is serversided for FiveM. The only reason you're likely having issues with it is because fiveM's vehicles.meta for default (vanilla) vehicles doesn't seem to work for some reason.
To fix this, you have to make your own version of the vehicle as an addon and use the sound there. Otherwise it works like a charm for modded vehicle resources.
