Put the schafter3.awc and the schafter3npc.awc file to:
/mods/update/x64/dlcpacks/mpapartment/dlc.rpf/x64/audio/sfx/dlc-apartment
and the vehicle.meat file to:
mods/update/x64/dlcpacks/G632019/dlc.rpf/data

IMPORTANT:
