@drydermataroa i ended up getting it to work, idkw but i had to remove the sample files, i added my own and i removed NativeUI in my directory and after about 7+ tries i finally got it to work right. i think it had something to do with nativeui conflicting with the other natveui dll in my directory.
Sadly, on a new install of GTA, this doesn't seem to be working anymore. when i replace it with the vehicles.oac file, my car horns do not work anymore. after i remove the file and put back the original file it works again.

if you install this can it be activated by a menu or is it permanent till the files are removed ?
once this is installed, is it permanent until you remove the files or can it be turned on and off by a menu

my Game version is 1.0.3028.0, will this work. ?
i need a game config to stop crashing but this isn't going to help if this isn't the right version ?

Sweet. i have been wanting something like this to stop interfering with my mods
