Been meaning to upload this for a while. This is an edited/restored playerspecialabilities.ymt. The default version of the file that is used on the PC version of the game is the version that the Special/Collector Editions had on the PS3/Xbox 360 where the special abilities recharged faster, and depleted slower when in-use. This file restores the values that the standard version of the PS3/360 game had, meaning the special meter recharges at its' normal, original rate, and depletes at its' normal, original rate.
Not a complete game changer, but I never liked that the "bought cheat code" you got with the Special and Collector's Edition became the default for the next-gen/PC release.
Installation
Place and overwrite playerspecialabilities.ymt inside /mods/x64a.rpf/data/
or throw it in your game's regular /x64a.rpf/data directory, I really don't care.
